Penny has a lot of Unique features compared to team RWBY.
No Semblance
Does not use dust nor bullets
Hi movement speed
A charge-able beam attack
Main 'Shooting' attack is a detachable blade that shoots after a delay, then returns to Penny. Can be deployed anytime even while moving and mid combo!
Barrel roll instead of a dodge roll, with no no recovery delay.
