Trooper's Report:

On 10/4/2023 at approximately 2:49 AM I, Trooper Jackson Shumate #242, observed a silver passenger car to be traveling at a
high rate of speed on US Hwy 67 N at the 1 MM. I paced the vehicle at 120 MPH and initiated a traffic stop on it. After
activating my emergency lights and sirens, the vehicle took exit 2 and began to flee from me. I called pursuit of the vehicle and
was able to identify the vehicle as a silver Acura MSX bearing Arkansas License Plate #AMA20Z.
The pursuit reached speeds over 100 MPH. The vehicle exited Hwy 67 and took the Brockington overpass and turned towards
Kiehl Ave. I attempted to perform a Tactical Vehicle Intervention (TVI) on the vehicle after turning east onto Kiehl Ave before
Indianhead Dr, but was unsuccessful. It then blew the red light at Indianhead Dr and continued to flee. The vehicle eventually
got back onto Hwy 67 S and I attempted another TVI. However, it was unsuccessful and assisted the vehicle in taking the
Trammel exit. The vehicle almost lost control and wrecked, but managed to gain control and got back onto Hwy 67 S by driving
across the grass. I followed them through the grass and they then cut back across the grass onto the frontage road. The
vehicle continued towards McCain Blvd and turned west towards McCain Mall.
They then turned into the McCain Mall parking lot. I followed, but lost control of my patrol vehicle and slid into the McCain Mall
concrete sign. I struck the sign with my left front quarter. The impact caused my left front tire to blow out. The suspect vehiclethen circled around the Chipotle restaurant multiple times. I then observed three males exit the vehicle and flee on foot. The
driver was wearing a white shirt and ran towards the Chipotle building. I drove around the building to keep eyes on him. He
then ran back towards McCain Blvd and crossed the street into the Chili's parking lot. I struck the suspect vehicle's open driver
door as I was exiting my vehicle and pursued the driver on foot. The driver surrendered in the Chili's parking lot and I was able
to take him into custody. North Little Rock officers were able to locate Treyvon Jackson, one of the occupants, and placed him
into custody. Mr. Jackson had a Theft by Receiving Felony warrant out of Pulaski County Sheriff's Office, which was confirmed.
Pulaski County Sheriff's Office sent a Deputy to transport him to Pulaski County Jail. The driver, later identified by fingerprint
scanner as Victor Matias, was believed to have swallowed an unknown amount of an unknown narcotic. He then lost
consciousness and was transported by MEM's to Baptist - Springhill.

Mr. Matias was not released from the hospital and will have warrants issued for his arrest for the following charges:

27-50-302(a)(7): SPEEDING - MORE THAN 15 MPH OVER LIMIT
27-51-302: IMPROPER LANE CHANGE/USAGE
27-50-308(b)(1)(B) 1ST: RECKLESS DRIVING - 1ST
27-52-107: FAIL TO STOP AT RED LIGHT
5-54-125(d)(3) 2023: FLEEING - FELONY - VEHICLE OR CONVEYANCE - SUBSTANTIAL DANGER OF DEATH
5-54-125(e): FLEEING - ON FOOT - 1ST OFFENSE - UNDER 21 YRS OLD
5-74-105: UNLAWFUL USE OF PROPERTY

On 10/5/2023 I received a message from Troop A Communications that Little Rock PD Officer Madison was trying to reach me
regarding a stolen vehicle report he was taking. I reached out to him and he told me that the owner of the suspect vehicle from
my pursuit, Persida Matias, was trying to report her vehicle stolen. I received her phone number and communicated with her
through a Spanish interpreter.
Ms. Matias explained that she was told by her son, Victor Matias, that he had been robbed at gunpoint. He told her that the
robbers pointed a pistol at him and made him flee in the vehicle from me when I tried to stop it. She then told me that he ran on
foot from because he is scared of the police. She also stated that he told her that he had been at the hospital, but only because
he had crashed his vehicle.
I talked to Victor Matias on the phone on the same evening and he told me that he had been robbed at gunpoint. He stated that
he later discovered that the two males were some of his neighbors. He then told me that he would give me the other occupant's
name. He stated that his name was Keshawn, but when I asked for the last name he asked me, "what do I get in return?" I
explained with him that I would not be negotiating with him. He stated also that he did not swallow any drugs and that he only
said that to avoid going to jail. I also explained to him that I would be issuing warrants for his arrest. He stated that he was in
Texas and would be unable to give a statement in person and acknowledged that warrants for his arrest would be issued.
