So, so pleased to have found this as my second BQ Member!! I couldn't have asked for better.

In order to improve my chances of not getting a HootHoot, I used the ability Keen Eye to essentially block 1/2 of the HootHoot encounters. This works in Violet City because all the HootHoot are level 2-3 and all the Pineco and Eggs are level 10. That's a big level disparity that isn't seen often in Pokemon games. When situated at the front of your party at the correct level, Pokemon with the abilities Keen Eye and Intimidate (both work the same way) block 1/2 of all encounters 5 or more levels lower than your leading Keen Eye/Intimidate Pokemon. Normally in Violet City HootHoot is 50%, Pineco is 30%, and Exeggcute is 20%.

Using Keen Eye or Intimidate at levels 10-14 causes the following changes to the encounter rates: 25% HootHoot (because 1/2 of all HootHoot are blocked), that 25% is split betweet Pineco (~48.6%) and Exeggcute (~28.3%). Keen Eye and Intimidate aren't too useful in general, but there are some unique instances where they can be helpful!
