Lugia & Victory Road - Pokémon Soul Silver & Heart Gold: Episode 12

Introduction: Keep in mind this is the gameplay of Soul Silver, however the main story events will be the same with the exception that in Heart Gold will be corresponding to Ho-Oh instead of Lugia.
You must encounter the Legendary Pokemon of the version you are playing before you can go to the Victory Road and Battle the Elite Four.
Later, after becoming Champion of the Pokemon League you will be able to encounter the opposite Legendary Pokemon of the version you are playing.

SoulSilver Version:
•Location - Whirl Islands
•Main Legendary - Lugia (Lv 45)
•Opposite Legendary - Ho-Oh (Lv 70)

HeartGold Version:
•Location - Bell Tower
•Main Legendary - Ho-Oh (Lv 45)
•Opposite Legendary - Lugia (Lv 70)

How to get there:
•Return to New Bark Town
•Go to the Prof Elm's Lab
•Obtain the Master Ball
•Travel to Ecruteak City
•Go to the Ecruteak Dance Theater
•Defeat the 5 Kimono Girls in a row
•Obtain the Tidal Bell
•Exit the Ecruteak Dance Theater
•Travel to Cianwood City
•Surf towards route 41
•Use Whirlpool to get access into the Whirl Islands
•Use Flash to see in the dark
•Get to the other end of the cave and exit
•Surf and use Whirlpool to reach the other entrance of the Cave
•Use Flash again to see in the dark
•Get to the bottom of the cave
•Meet with the Kimono Girls and let them summon Lugia
•Meet Lugia (Lv 45)
•Catch Lugia (Lv 45)
•Exit the Whirl Islands Cave
•Return to New Bark Town
•Use Surf into Route 27
•Cross the border between Johto and Kanto regions
•Get to the other side of the Tohjo Falls
•Use Surf and Whirlpool to get to Route 26
•Keep going until you reach the Gate of the Victory Road
•Present the 8 Badges of Johto to the Officer
•Enter the Victory Road Cave
•Get to the other end of the cave
•Defeat the Rival "Silver"
•Exit the Victory Road Cave
•Get to the Indigo Plateau
•Enter the Pokemon League HQ to Rest
