Dodge Charger Fleeing GSP Hits Trooper Head On In Attempt to Escape | Can't Outrun the Chopper!

On December 19, 2021, at approximately 1855 hours, Atlanta Police advised an LPR received a stolen
vehicle notification for a 2020 Dodge Charger traveling east on Martin Luther King Jr. Drive at
Joesph E. Lowery. At approximately 1900 hours, I observed the Dodge Charger approaching
Northside Drive on Martin Luther King Jr. Drive. I notified Dispatch and other DPS
personnel working in the area that I was behind the vehicle.
To allow other DPS members to get closer and prevent a pursuit, I followed the vehicle as it turned
from Martin Luther King Jr. Drive onto Northside Drive heading south. The Dodge turned west on
Mitchell Street to the intersection of Martin Luther King Jr. Drive. The Dodge turned east on Martin
Luther King Jr. Drive. The Dodge turned south onto Walnut Street to Beckwith Street where it turned
westbound. The Dodge turned south onto Lawshe Street and approached the stop sign at Parsons
Street. The suspect later identified as Mr. Taylor Evans was operating the Dodge in a normal manner
until he reached the stop sign at Parsons Street.
Mr. Evans turned left heading east on Parsons Street traveling the wrong way on a one way. Mr.
Evans then accelerated dangerously on this tight one way street coming close to a person exiting their
vehicle. I activated my emergency equipment and it appeared Mr. Evans accelerated faster on
Parsons Street. Mr. Evans turned south on Walnut Street and “blacked out” turned his vehicle’s lights
off making the pursuit even more dangerous. Mr. Evans began to speed well above the posted speed
limit, and disregard traffic signs and signals. Mr. Evans turned east onto Atlanta Student Movement
Boulevard towards Northside Drive. Mr. Evans disregarding the redlight at the intersection turned north
onto Northside Drive. Still without his lights on, he accelerated to speeds 80-100 mph while passing
cars on the wrong side of the roadway. Mr. Evans turned left onto Joseph E. Boone Boulevard and
again sped dangerously on the two-lane road, passed on the wrong side, and disregarded traffic signs
and signals. Mr. Evans turned north onto James P. Brawley an even narrower roadway where he accelerated dangerously towards traffic traveling south.
I lost visual of Mr. Evans on James P. Brawley near North Avenue. I terminated pursuing Mr. Evans
due to the distance he had created. As I terminated, DPS Aviation located Mr. Evans traveling east on
North Avenue approaching Northside Drive. DPS Aviation kept a continuous view of Mr. Evans in the
Dodge as he continued to drive recklessly. DPS Aviation followed, and constantly updated Dispatch as Mr. Evans traveled east towards Interstate 75/85. Once Mr. Evans crossed over
the interstate, he turned left into The Varsity parking lot. DPS Aviation observed Mr.
Evans travel through the parking lot and exit onto Spring Street facing south. Mr. Evans was stopped
for the traffic light. TFC Rutledge responded east on North Avenue and observed Mr. Evans stopped
first at the intersection of Spring Street and North Avenue. TFC Rutledge attempted to block Mr. Evans
in, but Mr. Evans accelerated to the right and purposely struck TFC Rutledge’s patrol vehicle to
escape. Mr. Evans again initiated a pursuit west on North Ave where he passed MCO Swain also
responding. MCO Swain turned around to catch up to Mr. Evans who again was operating the Dodge
recklessly. MCO Swain caught up to the Dodge on North Avenue near Strong Street after Mr. Evans
struck an innocent motorist from behind.
As the Dodge Charger came to rest, Mr. Evans bailed from the vehicle and attempted to flee on foot.
MCO Swain and DCS Officer Jerrod Guinn gave chase. MCO Swain deployed his Taser striking Mr.
Evans in the back. Shortly after, MCO Swain and Officer Guinn arrested Mr. Evans. During a search of his person, a loaded Taurus G2C was located zipped in his front
right exterior pants pocket. The Dodge Charger key fob and money was located zipped in his left
exterior pants pocket. The firearm was placed in Evidence and did not return stolen at the
incident time.
It was discovered at the scene Mr. Evans was the registered owner of the stolen vehicle. Mr. Evans
explained he reported the vehicle stolen in East Point. Troop C Communications was
asked and confirmed the vehicle stolen. SFC Allen transported Mr. Evans to Atlanta Medical Center for
medical clearance, and during Mr. Evans explained he ran for the following. Mr. Evans explained a
female borrowed his vehicle in East Point. Mr. Evans further explained an unidentified male stole the
vehicle from her, so he reported it stolen. Mr. Evans then explained he located the person and his
vehicle in Atlanta just prior to this incident. Mr. Evans allegedly “beat” this person and took his car
back. Mr. Evans believed he was being stopped for that, so he fled. There were never any reports of a
fight or altercation involving Mr. Evans or his Dodge by APD. A Mr. Evans was transported to the Fulton County jail and charged accordingly.
