CB Antenna Troubleshooting tuning high SWR Workman SWR-3P PDC1

Trying to to tune my CB antennas. I have long and short firestik antennas with adjustable tips. I'm getting good SWR reading on the long anntenna now with the tip all the way out and 3" spring. I'm not sure whats wrong with the short antenna. Getting really high SWR and its putting out unusually high wattage. Below are the antennas I'm using and SWR meters.
