This temple is known as Neel Chattari Mandir situated near the banks of Yamuna near Red Fort and old iron bridge across Yamuna in Jamuna Market. It is believed that Yudhistir, the eldest Pandav performed Rajasooya at this very place after installing a Shivaling and the it is believed that the present day Shivaling is the same one.
