Whilst out running, I thought about the SAFETY CULTURE we aspire to have within the aviation industry in regard to the continuing airworthiness environment.

Whereby the 'Safety Culture' comprises of: a) Just Culture, b) Reporting Culture and c) Learning Culture.

I came across the railway crossing that had 4 sets of railway tracks. Each set of tracks represents one of the cultures. An organisation may have a very good safety culture in principle on the surface, but each culture is working in their own way and not collectively, therefore, they have not synchronised / harmonised together to have an 'effective' safety culture.

At some point in the future, the ideal is that the cultures align and become harmonised to have an effective safety culture. This is the challenge for organisations to establish and demonstrate. Thus, the aviation industry needs to determine the barriers of harmonisation.
