555 timer can have a varying voltage, such as that from a trimpot, used as an input. A high input (above 2/3 supply voltage) results in a low (0V) output. Whereas a low input (below 1/3 supply voltage), results in a high output (usually about 1V less than full supply voltage for most 555 timers. Input of between 1/3 and 2/3 of the supply voltage keeps the output in the last condition it was placed into.
