Whether there should be words like socialist or secular in the preamble or constitution, there is often heated debate from tea stall to parliament. Maulana Hasrat Mohani, a member of the Constituent Assembly, had spoken of the use of the phrase 'Union of the Socialist Republics of India' in the Preamble or Article 1 of the Indian Constitution. In fact, a petition was filed in the Supreme Court, which can be heard in the court soon. In this petition, there has been a demand to remove the words socialist and secular from the Preamble. प्रस्तावना या संविधान में समाजवादी या पंथनिरपेक्ष जैसे शब्द होने चाहिए या नहीं, इस पर अक्सर चाय की टपरी से लेकर संसद तक में गरमा-गर्म बहस होती रहती है। हालाँकि यह बहस नई नहीं है, यह बहस उतनी ही पुरानी है जितना पुराना हमारा संविधान है। संविधान बनने के दौरान भी संविधान सभा में इस बात पर काफी बहस हुई थी। संविधान सभा के सदस्य ‘मौलाना हसरत मोहानी’ ने भारतीय संविधान की प्रस्तावना या अनुच्छेद एक में ‘भारत के समाजवादी गणराज्यों का संघ’ वाक्य के इस्तेमाल की बात कही थी। लेकिन अब ये बहस एक बार फिर चर्चा के केंद्र में आ गयी है कि प्रस्तावना में समाजवादी और पंथनिरपेक्ष शब्द होने चाहिए या नहीं। दरअसल सुप्रीम कोर्ट में एक याचिका दायर की गई थी, जिस पर जल्दी ही कोर्ट में सुनवाई हो सकती है। इस याचिका में प्रस्तावना से समाजवादी और पंथनिरपेक्ष शब्दों को हटाने की मांग की गई है। ऐसे में आज के आर्टिकल में हम जानने का प्रयास करेंगे कि क्या होती है प्रस्तावना। इसके क्या मायने होते हैं। हम इस आर्टिकल में यह भी समझेंगे कि क्या प्रस्तावना में संशोधन किया जा सकता है। इसके अलावा यह भी समझने का प्रयास करेंगे कि क्या प्रस्तावना में इन दोनों शब्दों के होने से ही भारतीय संविधान की प्रकृति समाजवादी और पंथनिरपेक्ष हो जाती है या इन शब्दों के न होने के बाद भी यह शुरू से ही समाजवादी और पंथनिरपेक्ष प्रकृति का है।
