If you're having a difficult time getting non-Apex varieties to appear, go to a Shelter and fast-forward time to "morning". Apex creatures are more likely to appear at night.

This is the best method I could come up with without better gear. I am relying on The Sun Scourge, but you could substitute it for a maxed out Seeker Hunter Bow without it changing much. I forgot to show my gear so I'll break it down here.

The first set of armor I'm using is the Utaru Hardweave (sold outside of the Base) level 3, for +2 Silent Strike and 73 Fire defense (with two +13/14 Fire Defense Weaves). But after I perform the first Silent Strike I switch to the Oseram Arrow Breaker (purchased in Chainscrape) level 3, which has +2 Critical Strike. Once I'm done milking Critical Strikes using the Shock Coils on the back of the Fireclaw, I switch back for the 73 Fire defense.

My weapons are the Lightning Hunter Bow (awarded from the Talanah sidequest) at level 2, but stats don't really matter here since I'm just using it to trigger Coil explosions. The level 4 Plasma Boltblaster (purchased at Sheerside Mountains Hunting Grounds) with two Impact+ Coils for 51 total impact damage. The Sun Scourge at level 0, with Freeze coils for a total of 235 Frost application. This weapon is the reward for completing all Rebel Camps, but could be substituted with a Seeker Hunter Bow with around 200 Frost without it causing much of a problem, due to how I'm applying it while he's tied down. And finally a level 3 Elite Ropecaster, although the higher here the better.

From there the strategy is essentially the same. Tie him down with the Ropecaster (but don't use Penetrating Rope, because you need to save your stamina up during this stage). Once he's down, Freeze him with Advanced Frost Hunter Arrows. When doing this, make sure to target armor pieces because you want to deal as little damage as possible, so you don't diminish the tie-down time. This is a crucial piece here.

Once he's frozen, unload a Sustained Burst off of the Plasma Boltblaster (or better) right on its backside. This tiedown should give you plenty of time to get setup for this, and if you're being careful enough you should have enough Stamina to work with each time by the time you reach this point in the cycle. Rinse and repeat, try not to die.

This is a decently easy strategy for getting Sac Webbings, but the periods where you're trying to Ropecaster him back down are definitely dangerous and easy opportunities to die. So I recommend being far enough in the game to have as good of a Boltblaster as possible. The Relentless Boltblaster sold at the Maw of the Arena is probably preferable, but I haven't had my hands on it yet to be sure.
