Sai no Kawara is a place where the souls of children who died before their parents arrive after death. In Buddhism, dying before one's parents is one of the five heinous sins, and is considered a sin.

For this reason, children who died prematurely cannot go to the afterlife, and it was believed that they would be able to attain Buddhahood once they built a pagoda out of pebbles to atone for their parents on the banks of the Sanzu River. However, when those pagodas were nearing completion, demons appeared and destroyed the pagodas one after another, and the children had to pile up the pebbles again from the beginning.

However It is said that Jizo Bodhisattva appears and saves children only when they sincerely repent.

This is a combination of Buddhism, folk beliefs, and Jizo beliefs.
