Using a submix allows you to group tracks together and control them as one. You can still make adjustments on the individual track/program which will take effect before going to the submix.
Using a return channel is a great way to reduce CPU usage but limiting the need to put the same effect on multiple channels. However! don't let that stop you if that's what you need to do. one track may sound better with a different reverb than another (for example)
