Trooper's Report:

On May 11, 2024, I was stationary at the westbound scales on Interstate 40 near the 284-mile marker. I observed a blue
Nissan Maxima (TN: 413BJHQ) traveling westbound with what appeared to be blue flashing lights activated. I initiated a traffic
stop on the vehicle near the 283-mile marker of Interstate 40 westbound.

Upon the vehicle coming to a stop the driver, later
identified as (RICHARD E. BLAINE) immediately exited the vehicle. I noted that Blaine wore an outer
ballistic vest carrier with SECURITY marked across the chest. I ordered Blaine to remain inside the vehicle, and upon
reentering the vehicle he began to flee westbound on Interstate 40.

I pursued the suspect vehicle that reached speeds in the triple-digits while traveling across all lanes of traffic and nearly striking
other motorists. Due to Blaine’s disregard for his safety, the safety of two passengers in the vehicle, and the safety of the public
I deemed it necessary to stop the vehicle. I performed a tactical vehicle intervention (TVI) near the 278-mile marker of Interstate
40 westbound. After the TVI, the vehicle was disabled and I along with several other state and local law enforcement officers
conducted a high-risk felony takedown on the suspect vehicle.

Blaine repeatedly failed to comply with orders and eventually, Officer Darrell Prewitt with the Marion Police Department
deployed his K-9. Blaine was then taken into custody. Upon a search of the suspect's vehicle, a firearm, a handheld radio, a
tactical belt consistent with what is commonly used by law enforcement, and the above-mentioned flashing lights were
discovered. Blaine was transported to Crittenden Baptist Hospital by West Memphis Fire and Rescue for the injuries he
obtained from the K-9 deployment. Blaine was cleared by medical personnel and was transported to the Crittenden County Jail
by Trp. Dairren Evans #573.
