Zairean rebel leader Laurent Kabila said in Goma on Saturday (30/11) that he agreed to international food drops on the condition that he is informed of them in advance.

We did agree on that they can only send a small group of soldiers, no more than five for special duties like being in touch with their airplanes. They can't drop food because they would feed the enemy. We won't allow that.."
Kabila announced that he had agreed to "food drops," on the condition that each time he be informed in advance, and that the aid should in no way assist the Hutu militia, known as the Interhamwe. As for the possibility of international ground troops, to assist in the transportation of aid to refugees in eastern Zaire, Kabila said, "we have agreed with the Canadian delegation that there is no need for ground troops to come into Zaire. They admitted there was no need
for ground troops. We would have to provide them with security wherever they want to go."
He also added that, "there are very few refugees left, and even the head of the UNHCR here in Zaire has agreed that there is no need for ground troops."
