quick go at balancing Umar's wheel a drop of very thin oil on the brass shim pads would have made it freer but you can get the idea, the balancer can be made of plywood all glued together the small shaft need to be hard steel make from a cap head screw the point must be ground very accurately. I use it for edf as will but same goes as turbine wheel it may need further work when mounted.
Had a look on Ebay for 10x5 magnets works out about £1 each it will do 66 dia car compressor wheels if you need stronger they do 10 mm dia in 5 mm to 8 mm thickness going from 3.5kg to 4,4kg.
