The field level hazard assessment (FLHA), the latest in the hazard assessment training videos in the hazard recognition and control series on Provoking Safety. In this video I outline the differences between the Job Hazard Assessment (JHA) and the FLHA. Hazard assessments are the foundation of any successful health and safety program or health and safety management system. Quick Review of terms
• A hazard is something that has a negative effect on anyone or anything it interacts with. Injury or illness to people, damage to property and/or assets or harm to the environment
• Risk is the chance or probability of the manifestation of the consequence after interaction with or exposure to the hazard
• Control is a method used to reduce or eliminate the possibility of harm or injury
• Task the basic step in a work process – example get materials from storage shed
• Duty (sometimes referred to as job) is the collection of tasks that make up one of the responsibilities of a worker’s position or job – moving materials
• Position the formal title or classification of the culmination of a worker’s responsibilities in an organization – example labourer

Why (a review)

• * Compliance * - formal hazard assessments are required by most jurisdictions to be a part of a H&S program and need to be made available to workers before work begins
• Part of the three basic rights of workers in Canada – this one being the right to know the hazards associated with the work being performed or hazards involved with the job expectations
• Enhances a safety culture by creating and promoting a healthy and safe workplace
• Hazard assessments boost productivity, people work better and perform better when they have some assurance of safety and security.

Mandatory Elements for Documentation
• Date of creation and expiry and or date of review should be an included guideline in the health and safety program unless already established by legislation
• Authors identified
• Positions or jobs the document pertains to (or entire worksite if applicable)
• Tasks, Hazards and controls clearly identified
• Management endorsement and sign off on the completed assessment
• Workers verification should be available somewhere such as toolbox sign in sheets.
