There are several moveset properties that need to be understood before maximized setups can be made.
1) C3 can't be consistently safe in crowds. The reason is there's considerable amount of time between his 1st normal attack & the beginning of his C3 sequence. His 2nd normal is what makes things difficult here. The short reach, small range, jab attack, & his C3 execution time, is what makes his C3 not safe in crowds. Quite simply, if he wants to use C3, then he should aim to enter crowds after his C3 execution time.
2) On top of point 1), his C3 sequence (attacks excluding the ending) has short enough reach to get hit. Although, the chance of getting hit during his C3 motions is pretty slim based on extensive experience. What I would conclude from this is that it's best to enter crowds w/ his C3 ending only, but entering crowds just after his C3 execution is still safe most of the time, & will pretty much be safe in small crowds.
3) C3 recovery is good enough for Jiang Wei to never get hit after it. So basically if execution is made safe, then you can count on his recovery to be safe, thus making his C3 a good musou filling choice.
4) Building on point 3), his C3 guarantees safe recovery only from peons. If an officer blocks his C3, then the officer will capitalize on his recovery & attack. This means if he doesn't have a full Musou & has his C3 blocked, he WILL get hit. Certainly there are ways to master this, by hitting an officer at the tip of his reach & at the latest moment, but this can't be done consistently, & isn't possible against multiple officers.
5) Med weap; C6 execution is too long to be safe in most crowd sizes.
6) Light weap; C6 execution is fast enough to be safe in most crowd sizes.
7) 6 normals are safe enough in all crowds to execute, but there isn't one normal attack that has long enough reach, wide enough range, & fast enough recovery to abuse normals only for filling. This means he can fill w/ normals only if you can foresee a full Musou after his 6th normal.
8) All other moves aren't good enough to bother evaluating for filling.
Jiang Wei's previous setup in the last update of my guide:

As this setup does not function on Fill40, abusing only C3 for Musou filling is not consistently possible. The strategy w/ this setup is to fill w/ C3 if officers aren't around, or normal attacks, & then execute Musou after filling it. Recall that C6 isn't safe w/ a Medium weapon in most crowds. W/ Ice, he can use C3, C5, or C6 to attempt freezing officers if it's safe enough.
Simple enough. If we base the conclusion on all the premises above & if the premises are true, then we come to difficulties when filling Musou against officers in smaller crowds.
That's really all that needs to be said. It was without a lot of the premises or notes above that I came up w/ this outdated maximization method. Go ahead and spam C3 all the way in a typical stage w/o wasting the execution sequences, & you'll find that it isn't consistently possible. Couple this w/ blocking officers, & you've got a problem.
New current setup:
This new setup functions on the C3 performance properties presented above. If you can control C3 execution to be safe, & given that C3 recovery is naturally safe w/ the exception of blocking officers, then if we give him the Light Orb, we've successfully achieved a sustainable filling method, which means Musou bar length is arbitrary. This alone already means a superior setup.
Ice vs Light. Light gives him a sustainable Musou filling method based on careful C3 usage. Ice allows for killing officers in one Musou 60% of the time, but it's not that simple. Icing w/ C3 needs officers to not block. C5 & C6 are really no diff. C5 is the best method b/c his normals are safer than his C3 hits, & C6 has risky execution in large crowds. In the end, freezing w/ Jiang Wei isn't consistent, so 60% is purely a maximum.
Light Orb allows for longer Musou. If enough space to execute his C1, then normal attacks + evo attacks + True Musou will KO a generic. Furthermore, long Musou length means a consistent two Musou offense against generics, which is considerably better than the old setup.
Ahh there's a premise that I didn't touch on. C6 works w/ a Light weapon. Given the capabilities shown in this vid, no setup w/ a Light weapon can possibly be superior. But ya, in the process of maximizing Jiang Wei, I experimented w/ C6, Ice, & the Dragon Arms.
