Exactly when this fly was created is still a mystery but Russell Skinner of Palmyra, PA may have been the first one to write about it in 1941 and he was certainly one of the first proponents of using marabou for streamer wings.

Body: Flat silver Mylar tinsel
Wing: Black marabou
