All right, I have a feeling that at first glance for most people, this setup is quite unique and bizarre, and maybe a bit questionable. But actually, Huang Zhong's setup and his maximization concept revolves around another new general rule of thumb that I need to include in my guide, and that is...

Characters that have Musou filling methods that aren't restricted to limitations should maximize their Musou bar length with freedom, to achieve the most efficient damage output.

Here are a bit of notes to elaborate on this:
1) Huang Zhong and his C1 is a good example of a Musou filling method that doesn't have many limitations, and can be abused. What I mean with limitations generally, is really whether the Musou filling method can be abused. Some examples of ones that would be limited [to a shorter Musou bar] would be Wei Yan's C3 Musou filling method. His C3 is a great Musou filler, but it can't be abused one after the other because of it's recovery time. As a result he has to connect it with his Musou to achieve the best possible offense, with both efficiency and consistency balanced. Huang Zhong, Zhang He, Lu Xun, and many other characters have Musou filling methods that can be abused quite easily without limitations
2) Now elaborating on achieving the most efficient damage output, recall that a new concept (that I also need to include in the guide) is progressive Musou states. If a character has a Musou filling method that qualifies to have no limitations, then the Musou bar length should be determined by quality of Musou offense. The best comparison example here is Lu Xun and Huang Zhong. Lu Xun's Musou filling method using C3 and JC, is a relatively slow process. Even though this method qualifies as an abusable one with no limitations, maxing out his Musou bar with the Dragon Amulet is not a good idea because there isn't a need for it. Against generics, he will kill in one Musou. Against playable officers, he will kill in one Musou with fire from his C1, and this can be consistently set up by using JC tactics. Now Huang Zhong on the other hand is unique in that the Wind Scroll is unnecessary for optimization. With is C1 qualifying as a Musou filling method without limitations, and with an extra slot freed up by taking out the Wind Scroll, he has a lot of freedom to consider many different Musou bar lengths. In Huang Zhong's case, if you refer to my Musou Strength Ranking video, he has one of the weakest Musous in the game. This makes it a good idea for Huang Zhong to completely max out his Musou bar with a bonus of +40. Going back to Lu Xun, it would not be a good move because the damage benefits are unnecessary, and this would make him less efficient since he would have to take much longer to fill Musou with a benefit that is unnecessary.
I had previously maximized Huang Zhong with a Light weapon setup, and a gameplay strategy involving C1 spam and True Musou. The offensive stats were [3 C1 + True Musou] or [2 C1 + 1 C3 + True Musou].
With his Medium weapon and maxed out Musou setup now, his offensive stats are [1 or 2 C1 + True Musou]. This is a pretty significant upgrade.
There are essentially two concepts that conclude this upgrade:
1) C1 archery enhanced by the Fire Arrows deals weaker damage than a True Musou with the True Way of Musou item equipped. (so this compares maximized offenses in Musou state and normal state)
2) He has invincibility during Musou, and vulnerability during C1 spam. This really means that Musou is a free offense, while C1 spam requires safety distance, no archers, and enemies limited to coming from one direction only.
The result of this revision means a pretty huge raise for Huang Zhong in the Tier List
