Definition: An act cannot be said to commence unless brought into operation by legislative enactment.

The Commencement of statute is from:
1 Statute comes into the force immediately after the zero hours on the day on which it is expressed.
2. If no particular date of commencement is mentioned it comes into force at 00.00 Hr on the day of receiving the assent of the president in case of Central act and Governor in case of the state act
3. In case of orders or notifications issued by the Admins bodies under a statute, it will come into operation from the date of their publication in the official gazette.
