Ingredients:
2 C Flour
1/2 tsp salt
1/2 C hot water
1/2 C cold water
1 C chopped scallions
1/4 C flour
1/4 C peanut oil
3/4 tsp salt
3 tbs soy sauce
1/2 tsp rice vinegar
1/4 tsp sugar
Oil for frying
