Tifa must face her old master Zangan in order to learn Final Heaven. It's a very easy battle and I could have made it even easier by spamming L5 Suicide. The letter says Vargas, but this quest has been changed. Before, you had to fight Vargas at the Junon Leagues to get Final Heaven.

Anyway, that concludes the level 4 limit break quests.
