It's when someone uses their internal energy to lighten their weight and move at such speed that they are able to 'fly', such as running on water, leaping between treetops, etc. It does exist to some extent but no where near as dramatic, as in there are videos online of martial arts practitioners running on water on top of a chain of rather thin boards or balancing themselves on top of nails/ knives, etc.
