QUESTION:
"What is the difference between scale and raga? Is the scale of each raga the basis of that raga? And everything is improvised on the basis of this scale?"

ANSWER:
The scale is the basis of the raga. The scale is simply a series of notes covering one octave, and there is an ascending scale and a descending scale. A raga is the entire melody and follows a basic structure: generally starting with alap (music with no rhythm), adding in rhythm, composition, and improvisation, peaking in a fast paced crescendo.
