This is the Jumping Puzzle, Abaddon's Ascent, in Siren's Landing.

For the Dive Master achievement, you need to get to the top of the Abaddon's Ascent Jumping Puzzle first! Then dive off!

For Mastery Insight: Buoyant Bough, go up the Abaddon's Ascent jumping puzzle at Pilaster Rock; high enough to glide over to the shipwreck where the mastery point is.
