How to complete a quest: Not Entirely Unprepared. Deliver 8 Bundles of Crossbow Bolts to Alliance Lookouts positioned on ledges under the southern terrace. As you are leaving the room with air where you got the quest, just go straight out and up a little bit to the ledges of the pillars straigth ahead. Click the guys and then click the quest item, you'll find the bulbs there as well.
