[Maximization Comments]
Probably look at Light or Medium weapons for maximization -- There isn't much practical offense you can do with a Heavy weapon
Both Light and Medium weapons emphasize C3 abuse, with more flexibility with a Light weight at the sacrifice of less damage. So the important point of demonstration in this video is to show how you don't really lose too much flexibility with a Medium weapon as C3 can be pulled off in a lot of crowd scenarios, and the damage difference between the two weights is significant (Med can kill generics in one Musou with Ice, while the Light cannot)
Go with Ice Orb for double Musou damage
Again, Musou filling maximization and officer killing preparation involves abusing C3. This should always be the first approach. Typically this is limited by crowd size, but as shown, normally it should not be hard to "horse lead" and dismount in a favorable spot, without wasting too much time.
the focus with C3 is to attempt Ice, and to fill Musou quickly with the ending -- almost always, use a short C3
Reach and range in C3 ending should be considered unblockable with mastered control
when crowd sizes are too dense for C3 to be safe, the next approach should be C4. C4 is another way to attempt ice on officers, but you face the obvious disadvantage of knocking the officer away if Ice fails, but if it succeeds, you can connect all four C4 hits for full damage and then follow up with a Musou. This combo should also kill a generic quickly.
The Dragon Arms is important to make all this work. For C3 it cancels the recovery time, so you can have multiple attempts, or have much better defense for when Musou isn't filled. For C4, the charge cancellation again saves Musou or improves defense.
Last approach, if C3 and C4 can't be executed, should either be C6 or simply normal attacks, and the choice here depends on whether the officer is blocking or not. If the officer is blocking, C6 is useful for breaking that block and leading into a Musou. If officers aren't blocking, you can probably always go directly into a Musou, since in this crowd size scenario it's too large for C3 or C4 to be safe, but large enough for normal attacks to easily fill Musou
All other attacks don't seem to have much practical applications
True Musou ending is extremely powerful, but has considerable risks in multiple officer scenarios.
In Musou Rage, it may be best to maximize the time, by first attempting C4 and ice. You can land some massive damage if you connect all four C4 hits and a full True Musou. But since C4 knocks officers away if Ice fails, it's probably best to attempt this combo once in a Musou Rage. After that, resort to C3 or normal attacks, and True Musou

[Tier List Comments]
Guan Ping is a mid tier character
Relatively easy maximization -- complicated tier list analysis
Has a 1-Musou offense for roughly third of the time. Other times when Ice is unsuccessful, or C3 is hard to pull off, he is a fast fill 2-Musou offense type of character
Fair vs archers
Poor vs mounted officers
Fair to Poor vs multiple officers
Fair in melee confusion
