We propagate a lot of easy to root plants by hardwood cuttings. We set them in motion both in spring and fall. It is important to keep an eye on fruiting plants you are propagating and pinch or cut the little flowers that form (if they form) to keep the cuttings focused on rooting. The timing isn't critical, and they can certainly still root without this step, but the plants root WAY stronger if they can focus on the primary job of rooting. Currants get this management done in early May generally and Elders in June in our NYS climate.
