• Govt. of India from time to time appointed several committees to study the then existing health situations of the country and to report in recommendations to improve the health of the country.
• The guidelines for organizing Health services and for
National health planning were provided by a number of committees.

B. Mudhaliar Committee
a. Period: 1959 - 1962

c. Other Name: “Health survey and Planning Committee”
d. Objectives:
-To survey and report the health needs and resources

C. Chadha Committee
a. Period: 1963
b. Chairman: Dr. M. S. Chadha
c. Other Name: Committee for ‘Maintenance Phase of Malaria Eradication Programme’.
d. Objectives: The arrangement necessary for the Maintenance Phase of the NMEP.
e. Recommendations:
i. Setting up of Primary Health Units

D. Mukerjee Committee
a. Period: 1965 – 66 (Appointed in two times – 1965 and 1966).
b. Chairman: Sri. B. Mukarjee
c. Other Name: “Review committee for Family planning”.
d. Objectives:
To check the results of Malaria Vigilance Operation and
To review the targets of FP programme.
e. Recommendations
i. Separate staff - FP
ii. Delink the Malaria activities from FP

E. Jangalwalla Committee
a. Period: 1967
b. Chairman: Dr. N Jangalwalla
c. Other Name: “Committee on Integration of Health Services”.

- To examine various problems like the importance and urgency of integration of health services and
- Elimination of Pvt. Practice by doctors.

iii. No Private Practice by Govt. doctors



F. Kartar Sing Committee
a. Period: 1972-1973
b. Chairman: Kartar Sing
c. OtherName:“ Committee on Multipurpose Workers ”.

d. Objectives:
- To study & make structure of integrated services at periphery & supervisory levels
- The feasibility of having Multipurpose & Unipurpose workers in the field.

G. Shrivastava Committee
a. Period: 1974 - 1975

c. Other Name: “ Committee on Medical Education and Support Manpower ”.

d. Objectives:
- To devise suitable curriculum for training Health Assistants.
- To suggest steps for improving the existing Medical Education Process.

e. Recommendations:
i. Organization of Basic Health Services
ii. Creation of bands of Paraprofessional and Semi professional health workers
iii.Establishment of a Medical and Health Education Commission.
