黑暗中的曙光 – 從荔枝角監獄為起點

撮要:
香港監獄制度早於1841年就成立。廣為熱談的議題總是圍繞著其擠擁、不理想衛生條件等,以及囚犯們受到的殘忍懲罰,情況一直沒有改善。直到1920年的一次調查委員會,讓當時的香港政府正視了囚犯的一些基本人道需求。荔枝角亦在同年進入監獄系統,成為域多利監獄外的首個分支監獄,局部解決了監獄過度擠擁的問題,亦設立了華人太平紳士對囚犯投訴要制度化處理的先河。本講座將介紹早期香港監獄及刑罰制度,更由曾經駐守荔枝角監獄的懲教署前線人員分享親身經歷。


Public Lecture: Light before daybreak – Lai Chi Kok Prison

Speaker: Dr. Joyce So (Historian specialising in early HK History), Mr. CM Lau (Retired Principal Officer, Correctional Services Department), Mr. SO Lee (Retired Assistant Officer I, Correctional Services Department)

Abstract:
Hong Kong’s prison system, established as early as in 1841, has been infamously remembered for its inhumane jails and prisons conditions, which were often cruel, overcrowded and unsanitary. It was not until a commission inquiry in 1920 that the Hong Kong Government confronted with demands for humane conditions. In the same year, Lai Chi Kok Prison became the first branch prison of Victoria Prison, which partially addressed the problem of overcrowding and introduced an institutionalized procedure for the handling prisoners’ complaints by Chinese Justices of the Peace. This lecture outlines some interesting historical fragments of the early prison and penal system in Hong Kong and supplemented by real stories from correctional services officers previously stationed in Lai Chi Kok Prison.
