Is Shai bad in City of the Dead?
Actually no, with Tumble-Wumble she is actually fairly decent in City of the Dead. However, even with the changes this grind spot isn't very appetizing other than the Telescope piece, and in terms of efficiency there are other classes than can do faster.

The Key is to use Tumble-Wumble to hit Messenger before he spots you and I-Frame to approach.

Pros :
Long range PvE Bound which is useful as Messenger spots very far away
No reliance to Down Attacks

Cons :
Need a very large rotation with lots of packs
Tumble-Wumble is very stubborn to use
Delayed Knight spawn due to late Messenger death
Somewhat high AP requirement as you need to peel entire HP of mobs
Still sucks at movement

I probably could do a bit more if I'm more careful with the pre-attacks and loot pickups but I'm too lazy for that after completing the Telescope.
