India's spies sometimes need to kill, but Nijjar blowback shows their hands must be guided with care

Like all other nations facing threats from terrorists hiding in overseas safe havens, India's spies must sometimes murder. The blowback from the killing of Canadian Sikh separatist leader Hardeep Nijjar, however, shows the need to carefully judge when and how to kill. In democracies, the political executive, laws and norms must restrain and guide the hands of assassins.
