I. Introduction
The word ‘Panchayat’ means "assembly" (ayat) of ‘five’ (panch) and ‘raj’ means "rule“.
The Panchayat raj ("village council rule") is a political system, originating from the Indian subcontinent.
II. History
Panchayati Raj system was first introduced and inaugurated by the then Prime Minister Pandit Jawaharlal Nehru on 2 October 1959 at Nagour in Rajasthan.
In India, Panchayati Raj Act (73rd Amendment Act) was passed in 1992.
It came into force with effect from April 24, 1993.

V. INDIAN PANCHAYATI RAJ SYSTEM
A. At Village Level – Panchayat
a. Grama Sabha
b. Gram Panchayat
c. Nyaya Panchayat
B. At Block Level – Panchyat Samiti
C. At District Level – Zilla Parishad
a. Gram Sabha
• It is the Assembly of all adult men and women in the village. (All the voters of the Ward).
b. Gram Panchayat
• It is the Executive organ of Gram Sabah.
• An agency for over all planning and development at the village level.
• It is called the pillar of “Grama Swarajaya” or “Grama Suraj”.
• Thus it is formed by I5 – 30 elected members.
• Headed by Sarpanch / Sabhapathy / Mukhya / president).
• Covers a population of 5000 – 15,000.
• It is expected to meet at least once in 2 months.

4. Grow-more-food campaign
5. Sanitation and Drainage

8. Establishing khadi and village industries
9. Management of any public ferry.

CITIZEN FACILITIES AT GP LEVEL
1. Registration of Marriage and Issuance of Marriage
Certificate.
2. Registration of Birth and Death and issuance of Birth or
Death Certificate.
3. Business (NOC) certificate / Trade License
4. MNREGA Job Card (Mahatma Gandhi National Rural
Employment Guarantee Act)
6. Street lights
7. Housing
8. Establishing khadi and village industries
9. Management of any public ferry.
10. Social and economic development of the Village.
11. Others
3. Nyaya Panchayat
• Formed by ‘5’ elected members from the village.
• One Nyaya panchayat is responsible for ‘5’ Gram Panchayat.



B. Panchayati Raj System at Block level
‘Panchayat Samiti’ is a rural local self government at the
intermediate tehsil (taluka / mandal) level in India.

Members

1. All Sarpanchas of the Gram Panchayats / Village Panchayat in the CD
Block.
2. All MLAs and
3. All MPs residing in the block area
4. Representatives of
Women
Scheduled casts
Scheduled tribes and
Co-operative societies
1. Execution of CDP in the block is the prime function
The Funds provided by the govt. for
Stage-I ( 5 yrs- Intensive phase) and
Stage- II ( 5 years Post intensive phase) are channeled
through the Panchayat Samiti .
2. To prepare the annual plan and budget as suggested by the
government or the zilla panchayat.
3. Prepare agricultural extension programs and request for
grants.
4. Conservation of soil and land developments
5. Promoting the use of non conventional energy resources
6. Promoting primary, higher and technical education.
7. Others



C. Panchayati Raj System at District level
• Zilla Parishad / Zilla Panchayat is the agency of Rural Local Self
Govt. at the district level.

• Headed by Chairman / Adhiksha.

• The memberships of Zilla Parishad is fairly large varying from 40 to
70.

2. All Panchatyat Samiti heads in the district (BDOs).

5. Two experienced persons in administration, Public health or
rural development.
Functions
1. Supervise and co-ordinate the Community Development
Programmes carried out by Panchayat Samiti in the block.
2. Extension plans for agriculture and horticulture.
3. Use of water resources and its maintenance.
4. Use of non conventional energy.
5. Women and child welfare programmes .
6. Social developments of the disables and mentally
retarded.
7. Helping reading room and library developments
8. Others.
