Previously, in the last update of my guide, Cleed and I decided on a short Musou setup and Fill40 configuration. This lead to a really cheap Musou filling method with just Liu Bei's short C3. The method then involved pretty much just his C3 ending to Musou fill consistently, then his Musou would be his main offense. So the setup shown in this video then differs in Musou bar length. Basically, I've found a way to master Liu Bei's moveset to allow Musou filling to be consistently possible and safe with a long Musou bar setup.

So here's the simple analysis for Liu Bei's Musou filling for his long Musou setup:
C3 for large crowds
C6 for small crowds
The explanations are simple. Liu Bei's C3 isn't a move that has wide range, so it's not effective for Musou filling in small crowd sizes. C3 ending is very useful, but this one charge attack isn't enough to fill his long Musou consistently in small crowd sizes.
For his C6, because of his jabbing fourth normal attack, it's not a good idea to attempt his C6 in large crowds because it's very hard to pull off. Also because of the long recovery time, it's often not possible to both execute his C6 to fill Musou, then save his Musou and walk away. Filling his Musou with C6 in a large crowd often means a forced Musou which links to possibility of wasted Musous.

So with that said, all that's needed to master Liu Bei with this long Musou setup, is to master when to use which charge attack depending on the crowd sizes. The low end of crowds for C3 to work and the high end of crowd for C6 to work overlaps, so it's not that hard to master Musou filling for Liu Bei. In fact, even if the crowd sizes didn't overlap, he has his JC for partial Musou filling, which really adds some versatility to his moveset.

What takes more skill with mastering Liu Bei is how to transition fluidly into a Musou against officers, because often the only way or the best way to play is to Musou fill with the crowd that the officer is in. So against officers in massive crowds, you would want to go into the crowd with his C3, and depending on how dense the crowd is, his C3 or even normal attacks will fill his Musou before his C3 ending so going straight into his Musou isn't such a hard thing here. But in crowd sizes that need his C3 ending, it's important to keep your distance from officers in an effort to purposely miss with his C3 ending so you avoid that 40% chance of forcing a juggling Musou if Ice doesn't activate. BTW, this is the reason to give Liu Bei the Ice Orb really....is when you make a mistake and accidentally hit an officers with his C3 ending. The same concept applies to Musou filling with his C6, except that if you want to purposely miss you either have to be very close or very far away. And being very close only applies to blocking officers.

That's pretty much it. There's not much need to comment on offense, because it's Musou all the way. He'll kill playable officers in one regular Musou.
