On May 31, 2022, at approximately 0752 hours I was sitting stationary on Ga-1 northbound at
the I-20 eastbound entrance ramp preparing to intercept a pursuit that Haralson County Sheriff’s
Department was in. Haralson County advised my dispatch that they were in an
active pursuit with a green Honda passenger car and were traveling east on I-20 eastbound coming
from Alabama. Haralson County Deputies requested the assistance of the Georgia State Patrol during
their pursuit. It was later revealed that Haralson County attempted to conduct a traffic stop on the
Honda for not having a tag, then the driver began traveling extremely reckless and at a high rate of
speed, initiating a pursuit.
While at the entrance ramp, my dispatch advised me that the fleeing Honda, along with Haralson
County units were passing mile marker 9 on I-20 eastbound. A short time later I observed a green
Honda passenger car traveling in the left lane of I-20 eastbound at an extremely high rate of speed with
two patrol cars with there emergency lights activated behind it. I began traveling on the entrance to I-
20 eastbound at mile marker 11.
I advised my dispatch that I had visual on the fleeing Honda and that I would be in an active
pursuit. The fleeing Honda passed me at a high rate of speed while I was merging on to I-20
eastbound. I maneuvered behind the Honda with my emergency equipment activated. The driver of
the Honda, later identified as a Mr. Lenny Davis Brown would not pull over and initiated a pursuit with
me.
While fleeing on I-20 eastbound near mile marker 12, Mr. Brown passed a vehicle on the grassy
left shoulder at a high rate of speed. Mr. Brown continued fleeing on I-20 eastbound well over 100
miles per hour. While fleeing, Mr. Brown continued recklessly passing and traveling in an out of
vehicles with total disregard for himself and other motorist. I determined that when it was safe to do so,
I would attempt to perform a PIT on the fleeing Honda to prevent
Mr. Brown from seriously injuring or killing an innocent motorist. On I-20 eastbound near mile marker
16, Mr. Brown almost struck the rear of a pickup pulling a trailer that was attempting to change lanes.
After the near collision, Mr. Brown continued fleeing east at a high rate of speed.
While fleeing east on I-20 eastbound near mile marker 17, Mr. Brown almost struck the rear of a
semi-truck. After almost striking the semi-truck, Mr. Brown proceeded to pass the truck on the right
emergency lane at over 100 miles per hour. I continued pursuing the fleeing Honda east on I-20
eastbound..
As we were approaching mile marker 18 on I-20 eastbound, I observed an open area in traffic
and an open area on the right shoulder ahead. I determined that I would perform a PIT maneuver at
this location. I performed a PIT maneuver on the fleeing Honda. The PIT maneuver was successful,
and the fleeing Honda left the roadway onto the right shoulder. After bringing my patrol car to a stop, I
turned around and traveled back to the location where the Honda became disabled.
As I approached the Honda along with Haralson Deputies, I observed that Mr. Brown
had fled on foot. After a search of the area with two K9’s, we were unable to locate Mr. Brown. While conducting a search of the vehicle, multiple citations with Mr. Browns name and information were in the
vehicle. A picture of Mr. Brown was obtained, and Haralson County Deputies positively identified him
as being the driver of the Honda. Haralson County SGT Ricky Parks advised me that during their
pursuit with Mr. Brown prior to my involvement, they were beside him at one point and made eye
contact with him and were able to get a good observation of his face. While talking with SGT Parks, he
advised me that last week, the same vehicle fled from them and was throwing suspected narcotics out
the window during the pursuit. SGT Parks advised me that last week when the Honda fled from them,
the driver traveled into Alabama where they discontinued the pursuit. The Honda that Mr, Brown was
driving was towed by TCR Towing which was called by Haralson County Sheriffs Department.
Approximately an hour and a half later, CPL Justin Moore with Carroll County Sheriffs
Department was checking the area of Billings Road and Centerpoint Road which is in proximity to
where Mr. Brown fled on foot. While checking the area, CPL Moore observed a white male matching
the description of Mr. Brown walking in the area of the Pilot gas station in Temple. CPL Moore
confronted the subject and asked for his name and date of birth. The subject provided CPL Moore with
a name of Lenny Davis Brown. I advised CPL Moore over the radio to arrest Mr. Brown. At that point,
Mr. Brown began fleeing on foot from CPL Moore. CPL Moore was able to apprehend Mr. Brown near
the McDonalds in Temple after a brief foot pursuit. CPL Moore then transported Mr. Brown to the
Carroll County Jail. Shortly after, I went to the Carroll County Jail and dropped off Mr. Brown citations
on my behalf.
