I. Introduction
India
Biggest democracy.
A union of ‘29’ States and ‘7’ Union Territories.
- Health is an area, under the State Govt.
- Functions of the state in health system are stated as State List
in the 7th schedule of Indian Constitution.
State is largely independent in the delivery of health care.
Each State has its own systems of Health administration independent of the Central govt.

Official organ is Health secretariat

B. State Directorate General Of Health Services
Headed by Director of Health Services (DHS).
Designation of DHS has been changed in some states as Director of Health & Family Welfare. Recently, in some states an appointment of new post also created as Director of Medical Education in view of increasing
medical colleges.
The Director of Health & FW services is assisted by a suitable
number of deputies and assistants.
Two types.
Regional Directors inspects all the branches of public health within their jurisdiction irrespective of their speciality and
Functional Directors are usually specialists in a particular branch of public health.

Functions
1. To provide adequate Medical and Preventive Health Care in
rural and urban areas.
2. To develop and encourage Indigenous System of Medicine.
3. To co-operate & co-ordinate with Central Health Ministry.
4. Health Education.
5. To control Adulteration of food.
6. To provide Education in the field of Medical, Dental, Nursing and
Pharmacy etc.
7. To maintain laboratories for production and distribution
of vaccines.
8. To maintain Health Services in Jails.
9. .To collect and transmit information regarding Health & vital statistics.
10. To maintain Stores for hospital drugs and hospital appliances.
11. Recruitment of personnel for Rural Health Services .
12. To control CDs. and NCDs
13. To carry out National Health Programmes .
14. To study Health problems and take active steps to alleviate morbidity and mortality .
