Background to Story: July 1981 brought a further escalation in the violence in
Lebanon. For the first time, Israeli aircraft attacked Beirut, with Palestinian
guerrilla headquarters as the main target... though many civilians died. In reply,
guerrillas subjected northern Israeli settlements to their heaviest rocket attacks
since the 1967 war. Israel agreed to a ceasefire in fighting "across the
Israeli-Lebanese border"... and although the PLO was not mentioned by name, the
Palestinians say Israel has for the first time acknowledged that they are its
military opponents.
