Checklist for Work at Height:
1. Are all persons working at height trained (Yes/No)
2. All elevated working platforms, portable & fixed ladders, scaffolding condition, etc checked (Yes/No)
3. Crawling ladders provided for jobs on fragile roofs (Yes/No)
4. Do safety harness have double lanyards & attached to person (Yes/No)
5. Adequate arrangement (rigid support) for anchorage of safety harness provided (Yes/No)
6. Ladder tied off at proper inclination (Yes/No)
7. Have the hazards & precautions related to the work at height, briefed to the persons supposed to work (Yes/No)
8. Are barricades/Safety cardon provided at the elevation to avoid fall of material (Yes/No)
9. Is the work area clear of overhead electrical lines and other protruding material (Yes/No)
10. Is the lifeline (Vertical or Horizontal) arranged (Yes/No)
Elevated work platforms fitted with hand rails (Yes/No)

Working at Heights — Any work at height of 1.8 meter or more from the ground level or floor. Elevated working positions where the hazard of a fall exists and where there is no physical protection such as handrails.

In the absence of any standards, HSE operational guidance suggests that guard rail heights in non-construction activities should be a minimum of 950 mm. Any protection below this height should be justified on the basis of a risk assessment.

The piece of legislation covering working from height is the Work at Height Regulations 2005. The Work at Height Regulations 2005 applies to all work at height where there is a risk of a fall, liable to cause personal injury.

The hazards and factors affecting the risk from working at height include vertical distance of a fall, fragile roofs, roof lights, voids, sloping roofs, deteriorating materials, unprotected edges, unstable or poorly maintained access equipment and adverse weather conditions.
