Gluten-free coconut melting moments (Bánh men)

(Makes about 8 dozen cookies)

7 oz (200 g) arrowroot starch (or tapioca starch) plus more for dusting
1 tsp baking powder
5 oz (140 g) sugar
1 small can (165 ml) coconut milk
a pinch of salt
